I too had to have my speedo replaced. Man you got a lemon! I think VH's can be a great product, I am assuming it is bad employees, and final inspection is a joke. The factory hands off all problems to the dealers. VH says contractually they can not deal directly with a customer. I bet a lawyer would get their attention.
It is the most enjoyable vehicle I have ever owned but if I had it to do over I'd not buy another VH.

Regarding the steering column boot, mine was way off and they said that's just the way it is, it's only there to keep dust out. I secured it in place myself. Well more in place but it should fit as designed.

You might be making too much out of this.  It's not a safety recall, it's a fix for a potential problem where the suspension will bump the frame (aluminum tub) if you hit a bump too hard and bottom out.  The fix is drilling two holes and attaching a small bracket, with a rubber bumper, on each side.  My dealer acted clueless but checked on it and said he didn't have the part, and would have to order it from the factory.  I didn't get as far as asking if he would order the part before I bring it in, but there is nothing to remove or replace, it is an addition.  I don't plan on taking it in until later, and when he can assure he has the part.  I live too far away and have to wait while he does the work.  Supposed to only take 1-2 hours according to letter.

It's a 2018, number 532.  I bought it in Sept 2018.  Dealer installed the stops a couple weeks ago.  I was the delay in getting it done, not them.  He had the parts not too long after my first post about this. I don't run it hard and avoid bumps whenever.  I don't think the arms ever hit the tub, so I wasn't in a hurry to make the trip to get it done.
