Reference the owners manual page below. What they left out...you need to turn the cap counterclockwise almost a full 180 degrees to open. If you don't, it will spin back as noted in the manual. It's a big cap!
When you install, you turn till it clicks like most modern cars and it will lock.
Hope this helps.

So, an update. Took it back to the dealership and they were able to get it off. Something within the cap had snapped. They're in the process of ordering a new one (still under warranty), and gave me a loaner cap in the interim
2022 venice same issue cap just spins 2nd time i filled up in pa ugh. Looks like a horrible little chevy cap under the heavy knurled cap. I was desperately trying to work with it.

Excellent info/pics.
I hate to say it, being American made doesn't always mean better. Overall I've seen several "issues" that VH needs to address in their quality checks.

Was looking on line, found a few with same symbols painted for cruze. Has bunch of scuff marks so it would hold onto the hot glue. 80 grit.
Oh also, it sounds like a loose BB in there when it goes bad. May be part to the click clutch.
Didn't want to take it apart any further, but its bad. May improve it. I have a 3d printer!
Will find something that's an improvement. Will post what i find!
Thanks
Just got off phone with the dealership, Whites Harley Davidson. They are talking to service dept, on how to get a new replacement. They just saw another go bad last week.
They just spin, both directions.
If you need to Emergency get in, put alot of donward pressure on cap and turn 1/4 to 1/2 turn counter clockwise and then try to lift it off.
Putting it back on seems to be another thing. Takes patience but it can be done.
If anyone knows of a beefy one please post. This thing is very delicate inside this heavy knurled cap.
update!!
The chevy dealer has a nice one 38$ Part number W-14-127-c1 2091-5842 20915842 ACD# GT330 GM# 20915842 upc code 0777368740

More gas cap news.... Tonight, mine broke at the gas pump as well! I was able to get it off by pushing down as described in another reply, however, I don't want to count on that working for too long. I did some hunting online and found a look alike on Amazon (https://www.amazon.com/Replace-GT265-103...NrPXRydWU=) HOWEVER....I called Autozone and they have a Duralast cap part number 6836T that fits and works great (how I think it should work) $16. Pics attached, I popped off the tether ring and removed the tether, put the ring back on and no check engine light. I have contacted my sales person at the dealership, he is going to get me a replacement. Hope this helps Danno
Follow up to Rusty Teeth post....
Yes, the BB sound is what I hear as well, only after it broke tonight, whille playing with it a bit, the "BB" would settle into a spot that would "lock" the spinning, so verified that I too believe that is the locking mechanism shearing off thus rendering the caps normal operation useless.
